21st UPU Congress, Seoul/Philakorea 1994, Seoul

The 21st congress of the Universal Postal Union was held in Seoul from 16 August till 14 September 1994. Coinciding with the congress a special stamp exhibition, Philakorea 1994, was held from 16 till 25 August 1994.

The 21st Congress was attended by more than 1.000 delegates representing the 189 member countries of the UPU. They enacted major changes to the structure of the UPU, introduced strategic planning and program budgeting into its working methods, readmitted South Africa to UPU membership, and developed a new and more effective terminal dues system.

The UPU elected a new Director General, Thomas E. Leavey, of the United States Postal Service. He assumed his new position on 1 January 1995.
