The 21st Congress was attended by more than 1.000
delegates representing the 189 member countries of the UPU. They enacted major
changes to the structure of the UPU, introduced strategic planning and program
budgeting into its working methods, readmitted
The UPU elected a new Director General, Thomas E. Leavey, of the United States Postal Service. He assumed his new position on 1 January 1995.
